Summary of Sexual Abuse Allegations against Father Maurice O’Brien

On August 25, 2021, the Diocese of Sacramento announced Fr. Maurice O’Brien was accused of sexual misconduct with a minor. According to the diocese’s official statement, the accusation alleges the misconduct occurred in 1970 at St. Vincent Ferrer Parish in Vallejo.

Fr. O’Brien has denied the allegation, but the diocese says there was “sufficient information to trigger an investigation and implementation of our policy for abuse allegations.” The allegation was part of a lawsuit filed against the Diocese of Sacramento, which provides more information about the incident. Further information about the nature of the abuse is not available publicly at this point.

With an investigation underway, the Diocese of Sacramento has removed Fr. O’Brien and stripped him of his ability to function publicly as a priest. In their statement, the diocese also said they alerted law enforcement and each of the 12 parishes Fr. O’Brien was assigned to during his ministry.

Ordained June 9, 1968, Fr. Maurice O’Brien served for approximately 45 years before his retirement in February 2013. According to the Diocese of Sacramento, Fr. O’Brien has spent at least six years in Peru. After his retirement, Fr. O’Brien moved to the Priest’s Retirement Village in Citrus Heights and helped parishes that called on his assistance. Those parishes are not yet known.

Summary of Sexual Abuse Allegations against Father Daniel Madigan

On August 17, 2021, the Diocese of Sacramento announced Fr. Daniel Madigan was accused of sexual misconduct with a minor in Ireland. “In accordance with diocesan policy, Fr. Madigan’s priestly faculties were removed pending the outcome of a formal investigation,” the diocese said in an official statement last week.

In its statement, the Diocese of Sacramento stated that law enforcement in both California and Ireland had been made aware of the accusation against Fr. Madigan, as well as child protective services in both jurisdictions. Further information about the nature of the abuse is not publicly available at this time.

In 1976, Fr. Daniel Madigan founded the Sacramento Food Bank & Family Services and led the organization until 2006. Additionally, Fr. Madigan served with the Bishop Gallegos Maternity Home. Current leadership at the food bank and the maternity home has also been made aware of the accusation, according to the Diocese of Sacramento.

Ordained June 7, 1964, Fr. Daniel Madigan began his ministry at St. Munchin Parish in Ireland. Before his first assignment at Our Lady of Lourdes in Del Paso Heights, sources say Fr. Madigan served at Holy Family Church in Citrus Heights and Saint James Parish in Davis. Fr. Madigan retired from ministry in July 2014, and in an interview with a local news outlet, he stated he would be moving to another residence in Clarksburg after he retired.

Summary of Sexual Abuse Allegations Against Father Patrick McCabe:

Fr. Patrick McCabe, a native from Ireland, was ordained a priest in 1961. He served in the Diocese of Sacramento and in the Diocese of Santa Rosa. According to media reports, he was sentenced to 18 months in prison in his native Ireland for molesting six boys more than 30 years ago. McCabe came to the Santa Rosa Diocese in 1983, months after he had been designated as a pedophile and placed on a drug to curb his sexual impulses at a church treatment facility in New Mexico. McCabe was initially sent to Eureka but transferred to a Guerneville parish in 1985 after parents complained he put children on his knee during first confessions.

The former priest was working as an administrator at a nursing home in Alameda, CA when Interpol located him in 2007. He was held in custody and finally deported in 2011.

Although he fought his extradition from the Bay Area, McCabe pleaded guilty at Dublin Circuit Criminal Court to indecent assault of six schoolboys and was sentenced in 2013. The Murphy Report states that there was a total of 21 complaints, six lawsuits in Ireland and four in the US. One of his victims said McCabe “changed the path of my life forever” in a statement he prepared for Irish authorities as part of the prosecution.

The four men in California alleged they were molested by Fr. McCabe at St. Bernard Parish in Eureka from 1983 to 1985. Three settled their lawsuit for $550,000. The fourth man’s suit was timed out by the statute of limitations.

Now in his eighties, Fr. McCabe has since been released from prison and still living in Ireland.

Summary of Sexual Abuse Allegations Against Brother Claude Riffel:

Claude Riffel was a Franciscan priest ordained in 1940 who served in the Archdiocese of Los Angeles. According to media reports, in 2009, he was named in a $4M lawsuit filed against the Franciscan Friars of California, by a Portland man alleging sexual abuse he suffered as a child at the hands of Fr. Riffel.

The alleged assault occurred while Fr. Riffel served at the St. Francis Minor Seminary in Troutdale, Oregon, between 1962-1965. According to the lawsuit, Fr. Riffel, then the Dean of discipline for the school, would call the 15-year-old boy out of class on the pretext of assigning him work tasks and then would abuse him.

Sexual abuse allegations were also reported to the Santa Barbara Franciscan Friars in the years following.

Fr. Riffel died in 1977. His name is listed on the Santa Barbara Province Franciscans’ list in 2019 and on the Las Cruces Diocese’s list of Deceased Credibly Accused in 2019.

Fr. Luke Zimmer was a Sacred Heart priest who founded the Apostolate of Christian Renewal Center in Wisconsin, through which he traveled the U.S. directing parish renewals. Throughout his 50-year career, Zimmer worked in New Hampshire, Massachusetts, Hawaii, Minnesota, and California. He also led retreats and pilgrimages worldwide.

In 1993, Zimmer was accused in a lawsuit of sexually abusing a young girl at one of the churches he worked at in Wisconsin from 1979-1980. His name appears on the Diocese of Sacramento’s list in 2019 of clergy credibly accused of sexual abuse.

Zimmer died in 1997.

Fr. William Wood was a Jesuit priest for 62 years. During his years of active ministry, Wood served at the University of San Francisco, Bellarmine College Preparatory, Santa Clara University, and Verbum Dei High in Los Angeles. He also served as Executive Director of the California Catholic Conference in Sacramento for several years.

The Diocese of Sacramento reported that allegations were made in 2002, stating Wood sexually abused a minor that same year while at Jesuit High School in Sacramento. In 2018, Wood was named publicly as accused by the Jesuits West Province. He is also named on the Diocese of Sacramento list of priests credibly accused of child sexual abuse.

Wood died in 2014 while in the Sacred Heart Jesuit Center in Los Gatos after many years of illness.

Summary of Sexual Abuse Allegations Against Father Carlton Whitten:

According to media reports, in December 2007, Fr. Carlton Whitten, a Jesuit priest, was removed from active ministry while the Jesuits investigated an allegation that he had sexually abused a 17-year-old boy while working at St. Joseph in White Salmon, Washington. Pornography was also found on the computer that he used.

Whitten was reportedly a visiting priest sent to work at St. Joseph temporarily. During his “semi-retirement” years, he frequently worked along the west coast for priests on vacation or leave. He was moved from his residence at Bellarmine College Preparatory in San Jose, California, to Sacred Heart Jesuit Center in Los Gatos, California, while the allegation of the abuse was investigated.

As of the 2012 Official Catholic Directory, Whitten is still living at the Sacred Heart Jesuit Center in Los Gatos.

In October 2012, Whitten was named on the Diocese of Phoenix list of names of priests that have been laicized and/or removed from ministry due to sexual misconduct with a minor. Whitten was also named on the Jesuits West Province list with credible claims of sexual abuse of a minor or vulnerable adult. In addition, Whitten is named on the Archdiocese of Los Angeles’ list of priests accused of sexual misconduct involving minors and the Diocese of Sacramento list.

Fr. John “Casper” Watts left the diocese in 1973, years before allegations of sexual abuse came to light. Watts was assigned by the Passionist Order to a retreat center in Citrus Heights, CA, in the 1970s. While he does not have any parish assignments on record, Watts is believed to have periodically filled in at the Sacred Heart Parish in Maxwell, CA, in addition to a Corning parish.

Watts was accused of sexual touching, fondling, and masturbation with males under the age of 14 in 1972. There were four incidents reported to the Diocese of Sacramento in 1994. Watts left the diocese in 1973, and he was named publicly as accused by the Diocese of Sacramento on its list in 2019.

Watts’ current whereabouts, his status as a priest, and whether he has access to children are unknown.

In 1985, Fr. Michael Walsh was placed on a leave of absence after allegations surfaced that he had sexually abused two minors in the 1970s.

The Diocese of Sacramento settled the 1985 lawsuit for $35K, and Walsh went on a “Leave of Absence”. Walsh was no longer serving as a priest but was working as a communications coordinator for the Sacramento Diocese. Another incident of sexual abuse by Walsh was reported to the diocese in 1992.

Walsh retired in 2006, and his faculties were withdrawn. He was named on the Diocese of Sacramento list of priests credibly accused of child sexual abuse in 2019.

Summary of Sexual Abuse Allegations Against Father Murrough Wallace:

According to media reports, in 2018, Fr. Murrough Wallace was accused by a man who said Wallace and another priest sexually abused him in 1985 when he was 17 years old at Camp Pendola, where Wallace volunteered. After serving a 50-year career in Northern California, Wallace retired in 2008.

The Diocese of Sacramento released a statement in 2018 saying “In light of the allegation raised by Mr. Doe, Bishop Soto has directed Msgr. Murrough Wallace, retired pastor of St. Theresa Parish in South Lake Tahoe, to withdraw from ministry until more facts can be gathered”.

Wallace is listed on the Diocese of Sacramento list of credibly accused in 2019. It shows two other allegations were also reported to the Diocese of Sacramento in 1995, both of them were from young adult males in addition to the 2018 allegation.
