Massage Envy Therapist Paul Mixon Disciplined for Sex Assault Complaint

On June 16, 2022, the Florida Department of Health (DOH) filed an Emergency Order restricting the massage therapy license of Paul Mixon in response to a report of sexual misconduct during a massage he performed while working at Massage Envy in Sanford, FLThe Order prohibits Mixon from practicing massage therapy on female clients in the State of Florida. Mixon has been licensed as a massage therapist in Florida since November 2019.

According to the Department of Health’s Emergency Order, on May 12, 2022, Paul Mixon was assigned to perform a 2-hour massage on a 43-year-old female client at Massage Envy. Mr. Mixon had previously worked on the client multiple times to release stress in her pectoral muscles. During the last massage, the client laid on her back with her chest covered by a sheet.

Mixon began the massage, rubbed the patient’s jaw, and then moved to her pectorals. Upon completing the pectoral massage, Mr. Mixon pinched her nipples. Mr. Mixon moved to the client’s left side, removed the draping on her left leg, and began to massage the left leg in an upward motion. Mr. Mixon allegedly removed the draping from the client’s vaginal area and used a finger on his left hand to penetrate the client’s vagina.

The client immediately made an audible sound, which startled Mr. Mixon. He then placed his right hand on the client’s neck and squeezed it for her to stop. The client remained silent, closed her eyes, and removed Mixon’s hand from her neck. Mr. Mixon then removed his finger from the patient’s vagina and completed the massage as if nothing happened.

After the massage ended, the victim got dressed and exited the room. On or about May 16, 2022, the victim reported Mr. Mixon’s conduct to the Sanford Police Department. Two days later, the victim reported the vaginal penetration to her doctor and complained that she was experiencing upper vaginal pain since the penetration. The victim was diagnosed with candida vulvovaginitis, a yeast infection, and prescribed medicine for it.

When clients schedule a massage, it is to decompress from the stresses of life. They trust that the massage therapists employed at the spa are carefully vetted and safe to engage with the public. It is unacceptable, immoral, and unlawful for any employee to touch a client in a sexual manner.  Clients of massage therapists are placed in isolated, vulnerable settings where they can be subject to abuse by their massage therapists.

Due to the potential for abuse that is inherent under those circumstances, massage therapists must possess good judgment and good moral character in order to safely practice massage therapy. Mr. Paul Mixon willfully abused his position as a massage therapist to sexually violate a woman who trusted him to act professionally and within the boundaries of generally accepted massage therapy and treatment. Mr. Mixon’s violation of the massage therapist-patient relationship indicates that he lacks the good moral character and judgment necessary to safely practice massage therapy.

Orlando Massage Therapist Vladislav Dunaev Surrenders License After Arrest For Sexual Battery

Orlando massage therapist and owner of Modern Massage Mobile Spa, Vladislav Dunaev, surrendered his license to practice massage therapy in Florida, which was accepted and adjudged as a discipline on February 9, 2022, by the Board of Massage Therapy. Following a disciplinary action brought by the Florida Department of Health after his arrest and sexual battery charges, Dunaev agreed to cease practicing immediately and not re-apply for a massage therapist license in Florida. Dunaev has been a licensed massage therapist in Florida since 2015.

A Final Order of discipline was entered following an arrest on sexual battery charges. According to the arrest affidavit, Dunaev was initially arrested in October 2020 after a complaint was made to Winter Garden Police by a female client that hired Dunaev to perform an in-home 90-massage while working (and the owner) of Modern Massage Mobile Spa on June 29, 2020. She has had massages by Dunaev at least two other times prior, but this was the first that they were alone in the room. The massage took place in her living room and the victim told the police that the massage began as usual with her topless but with underwear on and a sheet covering the front of her.

During the massage, Dunaev massaged her breasts and then moved his hands over her nipples making the client very uncomfortable. Dunaev massaged her inner thighs, grazing her labia on each side, causing her to shift her body. Vladislav continued by sliding his hand inside the client’s underwear and inserted one finger into her vagina. She immediately told Dunaev to stop and he replied with “Oh. I didn’t mean to”. He then moved to massage her feet but the client said “No, this is done”. Shortly after, Dunaev returned to her residence in an effort to try to explain what had occurred and offered the victim a free massage to which she refused. He told her that he thought it would provide her with “full relaxation.” She provided a sworn statement desiring prosecution. Dunaev was arrested on July 2, 2020, on sexual battery charges.

In June 2021, Dunaev was placed on the sex offender registry, and in August 2021, he violated his probation by accessing the internet when he was instructed not to do so as a registered sex offender until he completed a sex offender treatment program followed by a risk assessment.

The disciplinary order continues a long and disturbing trend of sexual misconduct by massage therapists statewide. Under Florida law, massage therapists occupy positions of trust, and all sexual activity between the massage therapist and clients is strictly prohibited. 

Vladislav Dunaev violated the massage therapist-patient relationship. A massage therapist may not use his relationship with a client to induce or attempt to induce the patient to engage or to engage or attempt to engage the patient in sexual activity outside the scope of practice or the scope of generally accepted examination or treatment of the patient. He also then violed his probation.

Central Florida Boy Scouts Executive Arrested on Sexual Battery and Child Molestation Charges

On January 15, 2022, Volusia County police officers arrested John Bruce Larsen, a Central Florida Boy Scouts district executive, for multiple allegations of sexual misconduct with minors. Larsen, age 52, was charged with two counts of sexual battery on a child less than 12 years of age, two counts of sexual battery on a child older than 12 but younger than 18, and four counts of lewd molestation for children under 12. 

According to media reports, the Orange County Sheriff’s Office received multiple allegations that Larsen sexually abused at least three underage boys over an undetermined period of time. The mother of two of the victims told the detectives that one of her sons had been sexually abused by Larsen since he was 8 years old. Her other son also claims Larsen touched him inappropriately while visiting Larsen’s home. 

The third victim described encounters with Larsen to be uncomfortable and that he told Larsen to leave him alone, but he wouldn’t listen. As of now, there is no indication of their current ages or how long this was going on.

According to his LinkedIn profile, John Bruce Larsen served as a district executive for the Boy Scouts’ Central Florida chapter since 2018. It states that he was tasked with developing and implementing educational programs, including STEM. The arrest report said Larsen works with children daily and goes to schools to recruit children to join the boy scouts. Detectives believe that because of the role he held in the community, they believe there could be more victims.

The Boy Scouts of America said they are fully cooperating with law enforcement. Eric Magendatz, CEO of the Boy Scouts of America’s Central Florida Council, released a statement, “The actions alleged to have been committed by John Larsen are reprehensible and opposed to everything for which the Boy Scouts of America stands. Upon learning of these allegations and his arrest, we took immediate action to prohibit him from participation in Scouting.”

As of Friday afternoon, his name has been removed from the online BSA staff list of the Central Florida Council.

Orlando Massage Therapist Surrenders License After Multiple Sexual Misconduct Complaints

An Orlando area massage therapist, Andres Lopez Ramirez, surrendered his license to practice massage therapy in Florida, which was accepted and adjudged as a discipline after a Final Order of discipline was entered on September 3, 2021, by the Board of Massage Therapy. Following multiple disciplinary actions brought by the Florida Department of Health Board of Massage Therapy alleging sexual misconduct with multiple female client, Andres Lopez Ramirez agreed to cease practicing immediately and not re-apply for a massage therapist license in Florida. Lopez Ramirez has been a licensed massage therapist since March 2017.  Among other locations, Andres Lopez Ramirez had work at Hand and Stone Massage and Facial Spa of Lake Nona, South Park Chiropractic in Orlando, and J. Sterling’s Essential Spa in Winter Park.

On Friday, November 20, 2020, the Florida Department of Health ordered the emergency restriction of Andres Lopez Ramirez’s license, prohibiting his practice of massage therapy on female clients in the State of Florida.  The Emergency Order was entered in response to four sexual misconduct complaints by clients at three different business locations. The incidents of sexual assault allegedly occurred at the Hand & Stone Massage and Facial Spa of Lake Nona, South Park Chiropractic in Orlando, and J. Sterling’s Essential Spa in Winter Park, FL.

According to media reports, in February 2020, Lopez Ramirez performed a full body massage on a 33-year old female client at Hand & Stone Massage and Facial Spa of Lake Nona in Orlando.  The session started with her lying face down as usual. During the massage, he instructed her to turn over on her back. Laying face up, he failed to place the sheet high enough to cover her breasts, leaving them completely exposed according to the Order. He reportedly then began rubbing the woman’s breasts, without her consent, leaving her shocked and paralyzed with fear.  In early March 2020, Lopez Ramirez resigned from Hand & Stone of Lake Nona. On March 12, the woman went back to the spa and reported that he had touched her inappropriately during the massage.

In June 2020, Lopez Ramirez worked at South Park Chiropractic, when he treated a 52-year old woman he had seen multiple times in the past. The massage started as usual with her laying face down on her stomach. He began massaging her leg, with each stroke getting higher and higher until he reached her inner thigh. Lopez Ramirez allegedly went further and touched her vaginal area with his hand. He then grabbed her. The woman was stunned and just looked at him in shock. He left the room, she got dressed, paid for the massage, and quickly left.

On June 9, 2020, a 48-year old woman and her son arrived at South Park Chiropractic in Orlando for a massage booked prior to her readjustment appointment. She told Lopez Ramirez of the pain she was experiencing in her right arm and index finger and the sciatic pain on her left side. The massage started as usual with her laying face down. He started massaging her back, legs, and hips. He then allegedly adjusted her left leg but failed to re-secure the sheet leaving her vaginal area exposed. As he continued to massage her, he told her she was “very tense.” He then reportedly began to rub between her vagina and anus and over her pudendal nerve with his left thumb. The pudendal nerve is the main nerve of the perineum. It carries sensation from the external genitalia and the skin around the anus and perineum. Stunned, the woman froze initially, but due to his continued rubbing and stimulation of her nerve, her body started experiencing involuntary contractions. As she tensed up, he allegedly told her to “breathe through it.”  Lopez Ramirez then told her to turn over on her back. He covered her with the sheet but did not secure it. He massaged her shoulders, arms, and upper chest area. When he rotated her arm, the sheet fell exposing her breasts. When he finished the massage, he told her to see him again. She dressed and went to the waiting room until she was called to be seen by the chiropractor. When the chiropractor saw her, he asked if she was okay and requested she speak with him privately in the back room.  She started to cry and the chiropractor asked his wife to speak with her. The woman told her she was inappropriately touched during the massage and Lopez Ramirez was immediately fired. The woman reported the incident to Orange County Sheriff’s Office.

On September 26, 2020, a 66-year old woman booked a one-hour deep tissue massage at J. Sterling’s Essential Spa in Winter Park. As she lay face down, Andres Lopez Ramirez failed to secure the sheet covering her. While he massaged her legs, he spread them apart, making her uncomfortable. He then allegedly placed his hand between her legs and touched her vaginal area with his fingers. He asked, “Is this ok?” Shocked and feeling violated she said “no.” She turned over on her back, and he finished the session. When she dressed and left the room he told her she was tense and should continue to get more massages.

Department of Health Restricts Hand and Stone Therapist Due to Alleged Sexual Misconduct

The Florida Department of Health (DOH) issued an Emergency Order on Sept 1, 2021 restricting the massage therapy license of Agustin Gutierrez in response to a report of sexual misconduct during a massage he performed while working at a Hand and Stone Massage and Facial Spa location in Orlando The Order prohibits Gutierrez from practicing massage therapy on female clients in the State of Florida.  Gutierrez has been a licensed massage therapist in Florida since October 2017. 

According to the Department of Health’s Emergency Order, on May 26, 2021, Agustin Gutierrez was assigned to perform a 60-minute massage to a 24-year old female client.  The Florida Department of Health (DOH) issued an Emergency Order on Sept 1, 2021 restricting the massage therapy license of Agustin Gutierrez in response to a report of sexual misconduct during a massage he performed while working at a Hand and Stone Massage and Facial Spa location in Orlando.  During the massage, Gutierrez allegedly informed the client that he provides in-home massages with “happy endings.” He then undraped part of the client’s sheet, exposing her right leg. The client claims Gutierrez then massaged her buttocks underneath the sheet, grabbed her vagina, and then grazed her perineum while applying pressure. He then asked client if she liked what he was doing. The patient immediately felt uncomfortable and ended the massage early.

SEXUAL ABUSE LAWSUIT FILED AGAINST RETIRED CATHOLIC

On Monday, April 27, 2020 sex abuse attorney Adam Horowitz filed a Complaint in Polk County Circuit Court against  Catholic priest Father Fred Ruse, who in 2018, suddenly retired from the active ministry. The suit, filed on behalf of a Sarasota County man, alleges that in 2001 and 2002, he was sexually abused multiple times by Father Ruse in a classroom and in the chaplain’s office at the Demilly Correctional Institution in Polk City, Florida when the plaintiff was approximately 14 and 15 years old.

The lawsuit claims that Father Ruse of the Diocese of Orlando, then pastor of St. Matthews in Winter Haven, Florida, used his status as a clergyman to meet privately with the plaintiff. He actively groomed the boy and gained his trust by showering him with attention and giving him gifts such as Harry Potter books according to the lawsuit. As their relationship developed Father Ruse allegedly began to fondle the plaintiff’s genitals and masturbate himself to ejaculation. The Complaint states that the sexual contact progressed to Father Ruse giving oral sex to the boy and receiving oral sex from him.

As a minor, the plaintiff did not have the legal capacity to consent to any sexual contact by Father Ruse. He was horrified and in shock.  The Complaint states that his isolation in the Correctional Institution coupled with the priest’s status compounded his trauma and distress, resulting in continual severe emotional, physical and psychological suffering.
